Do you run more projects than SETI? If you need more work for SETI then select NNT for the other project(s).

On laptop I run CPU only with SETI and WCG, I only get work for SETI and have to choose NNT for SETI to get any WCG work.

You get the message the John has highlighted when a project is not the highest priority and other projects have filled your cache.
The way the scheduler works when you have multiple projects is a form of "deficit accounting". If BOINC detects (thinks) that one project has fallen behind its expected allocation then it gets more work that those which are in credit. To make things more complex some projects are very bad at using the tools to estimate (guess) how much each project has done, thus they tend to get much more than their fair share of your efforts.
Confused? - Probably.....
What can be done? - Look at the "resource share" for all you projects and scale them in order of your level of importance. Remember the scale is 0 to 1000 (yes, zero to one thousand and not a percentage) and this applies to each project. Set your highest priority project to 1000, set the next one to a lower number, say 250 and so on down. Any projects you want as pure reserves, for when the others aren't giving out work, set to Zero.
It will take some time (days or weeks) to get the balance right, particularly that Rosetta is one of your projects, and that project is, in my experience, one of the worst behave around when it comes to sending out excessive amounts of work with significant under estimates of the run-time (and so boosting their share of the cache)

For what is worth you can make World Community Grid play nicely with Seti@Home by limiting the # of downloads per project under "Custom" on the Website. Then if you limit the WCG tasks to the maximum you are will to run (say 30%-40% of your available cpu threads you can usually get a stable mix without tinkering with the NNT.

OK, but what are the resource shares - if they are too close together it can be very difficult to get things balanced the way you want them.
To see what the resource share is go to the "advanced" view in the BOINC GUI, then the "projects" tab and there is a column entitled "resource share".

At 19:50, SETI needed to report completed tasks, but didn't yet need to fetch new work. It was in the 'additional work' phase, with more than the minimum cache level.

By 20:05, it did need more work, but asked the highest-priority project first.

With no work available from GPUGrid, it fetched more work from the second-priority project.

The sample came from my machine, to illustrate the point. I run GPUGrid.

Your 200, 100 figures are neither percentages nor priorities - they are resource shares. Even a project with a resource share of 1 will eventually reach the top of the priority list, and get its turn in the limelight. My GPUGrid reaches, and stays at, the top of the priority list, because the project hasn't issued much work recently and SETI has been overworked. You probably have your own secondary project in that situation.

But Rob is right - this isn't a server issue. Please continue this discussion in a separate thread - we have bigger issues to discuss here.
