f I run boinc.exe the manager will open prompting for me to pick a project but the pick list is empty/
According to Windows task manager, will boinc.exe stay running, or does it stop doing so?

32bit or 64bit Windows?
32bit or 64bit BOINC?

When you look in Windows Event Log, do you see boinc.exe stop with a faulting module LIBEAY32.dll? If that's so, there's three options for you to traverse:

1. Uninstall the 64bit version of BOINC and install the 32bit version (https://boinc.berkeley.edu/dl/boinc_7.14.2_windows_intelx86.exe)
Mind to point out the BOINC Programs directory correctly, in the third screen of the installer click Advanced, then change the C:\Program Files\BOINC\ path to C:\Program Files (x86)\BOINC\ and continue the installation. This is a 32bit version of BOINC. Don't worry, it'll run all the 64bit applications on your 64bit CPU as well.

2. Update libeay32.dll and ssleay32.dll manually.
But this option is a bit difficult as OpenSSL doesn't seem to have pre-built versions of ssleay32.dll and libeay32.dll available and I would hesitate to point you to other places to get them.

3. Wait for a new BOINC. I see that the developers are in the process of updating OpenSSL for the new BOINC version after (me) reporting this problem is continuing: #2470

Since 2 and 3 will not help immediately, go the 1 route for now.

In the mean time I've asked for a developer to build updated ssleay32.dll and libeay32.dll files and store them where they can be downloaded so I can at least help out via route 2.

Hi,

I actually managed to "2. Update libeay32.dll and ssleay32.dll manually." by copying them from directory:
C:\Program Files\Microsoft Office\root\Office16\ODBC Drivers\Redshift\lib\

and got it working.
The version of LIBEAY32.DLL there is 1.0.2.10 (1.0.2j)
The version of ssleay32.dll is the same as in BOINC...

Try downloading and installing https://boinc.berkeley.edu/dl/boinc_7.16.4_windows_x86_64.exe as it has the fixed library file in it and should now work.
Mind again to change the installation directory from C:\Program Files (x86)\BOINC to C:\Program Files\BOINC as the installer does not do this automatically.
