I am running windows 10, and a 1660 TI. My card was correctly identified, but it is sitting at 0% use. The entire task just runs on my cpu. I have triple checked the settings, and it should run gpu even while laptop is in use.

There is a known issue with the GPU driver you are using - take a look at this thread:

Edit: windows task manager was not showing proper gpu usage. 3rd party monitors now show that my gpu is being correctly utilized. Thank you!
