I only run Seti on Boinc, so I'm not sure if this is a Seti or Boinc question. But when I add Seti to Boinc for the first time, it tries to down load a number of .exe and .dll files, astropulse etc. However I'm behind a firewall that does not allow the download of .exe and .dll files. I can copy all of those files manually to the correct location. But on every restart of Boinc/Seti, those files will be replaced by dummy files of the same names and 0 size.

How do I "tell" seti/Boinc that it already has the files, and not to try and download them again?

This happens regardless of Boinc or Windows version.

You can't. The only way to run BOINC and Seti is with the anonymous platform where you have specified all necessary files in an app_info.xml file. The easiest thing for you would be to install the Lunatics installer where you get to choose your optimized applications that are defined in the app_info.

Well... the firewall isn't under my control, but it does allow work units to pass. In some cases it will allow .exe files to pass from a particular (presumably whitelisted ) set of locations, or via FTP but not HTTP. So Seti is actually running, but can not get all the .exe & .dll files it wants. What I don't know now is if the non-0 size .exe files, that are in the Seti projects folder, somehow got past the firewall, or are ones that did not get overwritten to 0 size after I did a manual copy of all .exe & .dll files into the projects folder. I didn't do a careful check before I copied the .exe & .dll files in.

As an example I have at correct size:

What Keith suggested may be a good solution then.... installing the Lunatics client will provide all the executable client code so only work will be downloaded from then on, and also make the SETI@Home install an "anonymous platform" client so it won't try to update the client with more executable code again.

I would be more concerned that your firewall even knows that BOINC is downloading executable code. All of BOINC's traffic is encrypted via SSL... this would seem to indicate that the firewall is using MITM aka "Man-In-The-Middle" fake SSL certificates so that all traffic can be decrypted and analyzed. If this is an enterprise environment, I would make very certain that you are allowed to run BOINC, given this level of monitoring.

Some industrial duty firewalls know all about the normal encryption and are very effective at blocking unauthorised files or file types.
I would be more concerned that the OP doesn't actually permission to run BOINC on that computer (or network) thus may expose himself to the unwanted attention of system administrators, as the logging on many corporate networks is highly intrusive for example had a wrap on the knuckles not too long ago for accessing a client's website to get some data that was needed to do my job, but I hadn't told the IT Po-Lice about this activity.
Also some "industrial strength" system admin type software is designed to trap-out incoming file types and this can look like the actions of a corporate firewall, but is actually done local to the computer.

Fear not, I pinged the head of IT on this before hand, and while they are happy to let me run Boinc/Seti, they will not change any "firewall rules" to help me. I just have to work within the constraints of what's there. It's like, we have full access to YouTube, and access to some but, not all music streaming services, and no access to any URL that has the word "radio" in it regardless of whether or not it has anything to do with streaming music. And sure, download all the mp3 files we want.

When you normally attach to the project via the regular mechanism, the project scheduler attempts to send you all the science applications to try out. Once you have successfully completed and returned validated work for each application, 11 tasks for each app type, the project decides which applications to send you from then on that have the highest efficiency. There is only one cpu application for each platform but multiple gpu applications. Normally the SoG OpenCL application is decided as best gpu app. Some of your rejected files are for the CUDA applications and are not that efficient on modern hardware. I would not worry about them and just forget about them. Same goes for the screen saver application. Not needed to run Seti. It is just eye candy.

Just letting it go would be the path of least resistance. This computer is not part of our domain, so I could also take it home for the night, or do a wireless hotspot to my phone. But I'd like to just be able to copy the files. So knowing how Seti or Boinc (?) knows that it wants to download those files would be nice to know.
I looked at the client_state.xml file, and wondered if it is parsed at startup to see if files are needed, or if it just has a record of successfully download exe & dll (among other things). And if it's the former I could edit it to say the file was downloaded, and use the file signature from the machine I got the files from. If the record of what been downloaded is on the server, then I can't do that.

It is both. The client_state.xml is the record of all applications and tasks on the host that the server scheduler sent to the host. When the client_state record does not agree with the server record is when that triggers a resend of missing files on the host.

The easiest approach in my opinion would be installation of the optimized applications in the Lunatics Installer which handles writing out the app_info.xml for the record of all applications for the project.
