Is there not the debilitating trickery of year-long lumping unrelated funding items together into an unfathomable huge multi-TRILLIONs dollars conglomeration and then adding politicking, procrastinating, posturing, and brinkmanship panic, all such that the system is totally unworkable and disfunctional?

Meanwhile, lost amongst all that in small relatively insignificant twiddlings, the President dost play to great fanfare...

They have the power to fund or de-fund ALL US Government expenditures. The House of Representatives are responsible under the Constitution for submitting and approving a budget each year. There have been a number of years (most under Democrat control) that no budget was approved or even submitted. Just 'continuing resolutions' of expenditure.

Though requested many times, the process of Presidential Line Item Veto has never been authorized(also a job of Congress), therefore any reductions in spending made to any agency or department was in the total control of, AND approved by the Congress, Not The President(no matter WHO was in office).

Moscow Mitch is the legislative road block.

What is the shock there? SCOTUS considers the entire USA to be the Wild West. Stare decisis. The USA is unchanged from 1776.

There is little continuity in the top levels of the U.S. government when one political party replaces the presidential administration led by another. The natural inclination is to ignore much of the work left behind by the previous folks — and to reinvent the wheel all over again.

But former Obama administration officials cried foul after McConnell’s comments. “We literally left them a 69-page Pandemic Playbook.... that they ignored,” tweeted Ron Klain, the former “Ebola czar” in the Obama administration.

What’s going on?


Most notably, the color-coded document lists dozens of pointed and detailed questions that top policymakers should be asking themselves if a novel virus suddenly emerges overseas. For instance:

Is there sufficient personal protective equipment for health-care workers who are providing medical care? If YES: What are the triggers to signal exhaustion of supplies? Are additional supplies available? If NO: Should the Strategic National Stockpile release PPE to states?

That also applies to the US States. WaPo - Which deaths count toward the covid-19 death toll? It depends on the state.

In Alabama, officials have ruled that one of every 10 people who died with covid-19 did not die of covid-19. Among those excluded from the numbers reported to the federal government were a bedbound patient with aspiration pneumonia in one lung and a person with a buildup of fluid and partial collapse of one lung.

Colorado, by contrast, has included some deaths where the disease caused by the novel coronavirus was deemed probable — based on symptoms and possible exposure — but not confirmed through a test.
Exactly my point.

I believe that it is quite common for family doctors to restrict themselves to bald, medical, facts when preparing the death certificate - to protect the feelings of grieving family members. Words like 'suicide', 'HIV', 'AIDS', 'Alzheimer's', and now 'coronavirus', may be avoided, even if relevant.

In the litigious rife United States, it is probably the Doctors, Hospitals and Care Facilities also covering their donkies. (If we list as Covid, they won't investigate the possibly botched procedures giving the ambulance chasing vulture attorneys nourishment).
