Time was I could see the GPU usage at 100% on the image below
of CPUID HWmonitor. It shows CPU is 100% but GPU usage is
questionable. Any opinions or suggestions to verify that my 1060
is really being used to it's full capacity? Thanks, Joe

Try SIV.
It shows total system usage and many other parameters.

Probably the easiest is run nvidia-smi in a command window. It will show both the utilization and power usage of the card while crunching.

The utility is installed by default with the Nvidia drivers. It is located at C:\Program Files\NVIDIA Corporation\NVSMI in Windows.

Techpowerup's GPUz is excellent. They also have a database of GPU firmware

I should mention that I must run Boinc in administrator mode.
If I don't do this, Bonic gets stuck with an error (below) I know this
isn't normal, but it's a quick work-a-round and I don't know how
to fix the underlying problem. I wonder if this is a factor in my
GPU performance.

that would fry any of my socket 1366 CPUs.

I did see that your processor is rated at 100c so it is good to go (maybe). If you have a laptop I might be concerned about the heating on adjacent components. you might look into using tthrottle to control temps and report them back to BoincTasks.

And the clock speed is only 140MHz- due to thermal throtlling, and there is no indication of fan speed.

I'd check your GPU and make sure the fans are running before it dies completely.

If you have a Windows laptop that is running "too hot" there are two other things, besides opening it up and getting all the fuzz out, that might help.

A "cooling table" which is essentially a fan in a table that fits under your laptop. This helps because it forces more air through the machine. Some versions run off the laptop's USB port. Others require an external power supply. All I have seen are under $50USD.

I have had good luck with temperature throttling of BOINC apps (cpu and gpu) based on a windows application. I like "TThrottle"

My experience with laptops is they have a tendency to run even hotter than desktops even if the cpu has a lower speedlimit.
