when i use the project web pages button in Boinc it will direct me to a http URL and get all the info needed including settings page and such.

Why not redirect http= https ??
this can be solved on the web server.

The server is still handing out HTTP requests.

it's nice that the site can use https , but not handy to also allow http requests.

It doesn't matter that the main page and forums can still be seen in HTTP. As soon as you login you will be served an HTTPS page. The login page isn't via HTTP, only via HTTPS. By just surfing around without inputting personal information (such as an email address), it doesn't matter if you do so on a non-secure or secure page. The secure page is only really needed if you have to fill in personal information.
