As always, AnandTech has the best technical dissertations on new product designs. Found this sentence very informative about what to expect from the 64 core part when it drops in regards to its clock frequency.

Based on what we know about Zen 2 frequency scaling with power, around 6 W per core gives 4.0 GHz, so 3 W per core should offer low-to-mid 3.0 GHz all-core frequencies.

Well, finally decided on the case for my new system. It was always going to be a Fractal Design case, that I knew.
I had my eye on the https://www.fractal-design.com/products/cases/define/define-r6-usb-c-tempered-glass/white/ for a long time (€159,90)
Then tonight I saw the https://www.fractal-design.com/products/cases/vector/vector-rs-tempered-glass/blackout/ (€169,90) and was tempted, really tempted. Because of that RGB stripe over it. Yes.

But then the Vector only has 2 front USB 3.0 ports and one USB 3.1 Gen 2 Type-C. The Define R6 has 4 USB (2x 2.0, 2x 3.1) and one 3.1 Gen 2 Type-C.

And then I saw the https://www.fractal-design.com/products/cases/define/define-s2-tempered-glass/blackout/ (€ 139,90) which is almost identical to the R6, but doesn't have an internal drive enclosure. It does have the front 4 (2x 2.0, 2x 3.1) and one 3.1 Gen 2 Type-C USB ports that the R6 also has. So choice made. Bought it. (Yes, my Asrock Taichi motherboard has enough front headers for all that.)

Leaves on the short list:
- a GPU
- Water cooling
- a 6 or 8TB HDD
- a PSU (and I really would like to get the ASUS ROG Thor 850P 850W, but it's difficult to get, or when available hyper expensive. Probably to do with that OLED display that shows the Watt output in real time... and which is why I'd love to get my hands on one. :-) - although it wouldn't help me in this case (pun intended) as the PSU lives in a non-transparent enclosure at the bottom of the case)

Well currently I am not a fan of tempered glass sides. No ability for airflow. Only one experience so far, my first, with the Thermaltake Level 20 XT case. Based on this experience, I won't be going down that route again.

Lots of possibilities in that case for water cooling. Custom or just simple AIO. Looks like Tom's Hardware just did a Best of 2019 AIO article.

The other possibility I would recommend is one of the Alphacool Eisbaer AIOs either the 280, 360 or the 420.

They have pumps and blocks similar to open loop components which perform better than the standard Asetek derived common AIO's like the Corsair, NZXT, EVGA, Thermaltake or Coolermaster AIO's

Just finished up the Anandtech Threadripper 3970/3960X review article and learned the IOD is different from the Ryzen 3000 cpu compared to the Threadripper 3000 parts. Very interesting die shots are in the article. Good analysis of the memory latency penalties among the the products.

Yes, his articles are my goto for understanding the architecture of a new device. Just enough details that I get the overall design concept without getting too buried in the nitty-gritty details that are above my pay grade.

It's as if you have stocks in them, that you're trying to sell them so hard. ;-)
The trouble with the Eisbaer is that on all sites out there where they're sold, it doesn't say that they're AM4 compatible. Only on the Alphacool website do they say they're compatible, but it can well be that these are newer versions that aren't in the (web)shops yet. So that the ones in the (web)shops are indeed not yet AM4 compatible. Wouldn't be the first time a back plate was added at a later time.

So I'd rather not go their route.
At the moment I've got different trouble as well, as I have just got about 500 euros left over to buy a videocard, cooling, HDD and PSU with. So a couple of things will have to move to the new year.

No, I don't have stock in Alphacool. I just think their hardware is a major cut above the crap Asetek hardware. I have had consistent failures of every Asetek derived AIO I've owned.
Call the vendor before you order and verify the Eisbaer AIO is AM4 compatible. The retailers just use cut and paste for product information. They are using older information and haven't updated their website. I don't see any negative comments on the customer product reviews saying they were unable to mount to a AM4 socket because the mount bracket was not included.

The difference between the AM3 socket and the AM4 socket is the change in the hold down screw spacings. Normally, the only thing that is changed in the fasteners is the pump hold down bracket.

My Windows box running a Amd 2600 appears to have died. I am currently guessing its the MB. I will play plug/unplug tomorrow and see if anything revives it. But presuming its the MB...

When I replace it I am looking for a good, reliable, less than $150 MB. This system will probably not be running turbo-boost. It could be running 2 or 3 gtx 1060 3Gb video cards.

What would YOU get?

ASUS X470-Pro motherboard $114 Amazon. Better memory overclocker than the Crosshair VII Hero. T-topology memory traces. (3) X16 slots with (3) X1 slots. Decent VRM's and cooling.
Supported by the asus-wmi-sensors driver with BIOS 4602 or better.

The good news is after unplugging the PSU and removing the gpus it booted. It also booted when I put the gpus back in. I figure there was a "ghost in the machine" :)

The bad news is my I re-discovered that a Mining MB shot PCIe slot does not necessarily have an "open in the back" on the slot. So the Weekend Warrior box is starting with just 1 gpu while I get organized to get a "better" MB. If I had not forgotten that, I probably would not have just sold the other AM4 MB.

Just dropped in on Amazon and they are actually selling the Amd 3900x at list price....
Their website wouldn't display anything about the 3950x...
NewEgg says they are "out of stock" on the 3900x but one of their vendors is offering it at $999....
And at least their website says "out of stock" on the 3950x.

Although most of the big UK vendors have no stock of the big Threadrippers, Cyberpower UK who built my 2990WX for me have complete systems as specced by you and with either 3960 or 3970 for delivery within ten days.

I hope the leaks are wrong. At some time in 2020 I want to be able to report that I have 128 tasks running simultaneously even if that is not the optimum loading!

Another Setizen has a 128 thread EYPC that he bought for an analytics project. He is now running it without "hyperthreading" because there is apparently a BOINC limit of 100 tasks for the CPU side and it was leaving "several" cores un-used.

There are "other" distributed computing projects that are not Boinc-based so you should be able to fill all threads up: https://en.wikipedia.org/wiki/List_of_distributed_computing_projects#Grid_computing_infrastructure
