I have my windows Display Settings set to activate timeout after 45 minutes, yet after a timed "no input" session, the BOINC screensaver activates after 6 minutes, consistently. How do I change the BOINC settings to reflect the Windows ones?

Computing preferences, 'In use' means mouse/keyboard input in last N minutes. Set that to a higher value.
Mind, if you're using the local preferences from BOINC Manager, you'll have to set this there as they override the web preferences.

You can set further fine tuning preferences for the screen saver itself in Windows' screen saver screen.
Find the screen savers settings app first.
Click Personalize, then make sure the screen saver is set to BOINC. If it is, click the Settings screen and use the sliders to set which values you want.
Make sure to also set the "Wait" value to something you like. Then click Apply and OK.
