Check that the client (boinc.exe) is running in Windows Task Manager.
If it isn't, do the following:

Open BOINC Manager (boincmgr.exe), View, Advanced view, Options, Other options, check "Run the client?" and check "Enable Manager exit dialog?"
Click Save.
Click File, Exit BOINC, keep "Stop running tasks when exiting the BOINC Manager" checked and click OK.
Start BOINC manager (Normally Start->All Programs->BOINC->BOINC Manager)
