But your calculation missed a step. Present cash value. If you pick the lump sum you don't get 1 billion you get $565,600,000
The income tax is based on that, not on the 30 year payout.
Here are the current tax brackets

All you really need to do is multiply the $565.6 million times 63% . Yes the first $500k would be taxed at a lower rate but that's such a small part of the equation that you can forget that level of detail. So your after tax payout would be $356.3 million. That is the check you would actually see.
Now forget about the FDIC. It's not meant for this level of wealth.
You would want to diversify as your form of insurance. I would buy some rental property, both commercial and residential. Some money market, stock, bonds, some international stock and some development deals. I would expect to generate a 12% cash on cash return. But I play with hundreds of million every day and we generally don't touch a deal unless I can get 15% with a medium risk. If you were to win you need to learn a concept call opportunity cost. The amount that the money you have can make on it's own. As a conservative investment say you just invest in Sally Mae money market. That would pay 2.8% return at present. Which means that the $356.3 million would generate $10 million a year. You could do everything on your list with a month's worth of interest on that much money.
The biggest mistake lottery winners do is dip into principal. Limit that. Learn to live on the income. Now living on $10 million a year would not be all that hard.
You could think bigger.

Not in California. It's state tax free. You only need to pay the Federal Tax, which thank you to a certain leader is really low for the super wealthy.

PowerBall just rolled over now up to $620 million.

IIRC each state's game is tax free in that state. However if you buy your ticket in a state you don't live in, even if it is the same game, you pay state taxes.

I'd love this to be My next car, the 2019 Nissan Leaf E-Plus. Yes there is a program for that, for low income conversion from ICE cars to BEV or PHEV cars in Clean Cars 4 All Program might get Me one and I do mean might, plus provide charging infrastructure up to $2,000.00, charging here would be limited to 48Amp maximum with a 60Amp 240v breaker, My main and stub are 100Amps each, the 2019 can charge fast and Leafs are Level3 compatible since 2013, range on the E-Plus comes with a 225 mile range, the non E-Plus has a 151 mile range by comparison. There are a few faster level2 chargers, but that would require a bigger main and stub and the park is on the old side, new cable might be needed for 150Amp Main, Stub, and Submeter breakers to allow charging at 75Amps with a 100Amp 240v breaker.
