In the gu I there are settings for amount of work units to keep stored locally but does not seem to work on my newest machine, or does it have to run for a while before the system will allow a computer to store, more than a few work units?

There is a hard limit of 100 task for each GPU in a machine and 100 work units for the CPU Chip no matter how many threads. If you choose not to use the CPU to crunch data and only the GPU, then you will only be allowed a max of 100 work units. When a new machine is brought online, the server will send you a few work units at a time until you have 11 validated results. Once it had reached that point, depending on how you set up your preferences, you can get anywhere from a few to a max of 100 work units per GPU and/or CPU chip.
