My Octa (Octo) Core, T95Z usually runs low on tasks during the weekly outage.

How do I change the Preferences in order to keep all the cores warm ?

I currently have 2 tasks in the low 80s %, BOINC version 7.4.53 has downloaded 2 more tasks that are yet to start, but if we get another long Outage like the recent ones, it is likely that a few cores will run out of work towards the end of the outage.

I would also like to know if there is an easy way to adjust the number of cores that are in use, I know how to manually switch from 8, to 4, or fewer if BOINC/SETI starts to cause slowness in non BOINC processes, but I would like a quick, preferably automatic switch, or a Snooze option like the one on Windows.

Cache, I don't think there is in the Android version. At least, I haven't found it yet, and the online preferences don't work.

You set amount of cores to work with via BOINC, Preferences, Show advanced preferences, used CPU cores, slide the slider to the amount you want to use and press Save.

What are your current cache settings?
(Two figures, the first is the size of the cache in days, the second is "store additional days work, but doesn't exactly do that...)
I would set the cache size to between 5 and 10, and the other number to a low figure, in your case I would set it to about 0.15 - which should trigger a call for work every 3.6 hours until you've got enough work to run for the cache size number of days.

Like I said, there is no such option available in BOINC for Android. Check these screen shots that I made of all the preferences available. Since my Android devices run off the 'home' venue, I tried setting additional work caching days there, but those are ignored by BOINC for Android. It'll only ask as many tasks as one has CPU cores set, and only ask extra when tasks are about to finish.
