TBar, do you think it has anything to do with some cards that turn off the card fan entirely until it hits some thermal trip point to start the fan/s up? And until that time, it doesn't report the power consumed in nvidia-smi?

Running 1 task at a time on my 3GB 1060's generally use 60-70% of their 120W with an occasional dip down to 50% and a rise to 80% while crunching (96-97% GPU load).

Nope, the 1050 SSC is running flat out at 100% when nvidia-smi -l says N/A for the usage. It's just something about the newer drivers and that card.
