Since you didn't set any separate preferences for Home, BOINC uses the default preferences.
Check in either venue what the preferences are, and either set in Home your preferences - since you specifically tell this host to use Home - or set all hosts to use the default location and the preferences there.

I checked 1 PC that is running, it's using local preference, I never remember setting that option.
Going now to check all 6 PC,

But if it's using local preferences, it'll say that in the Event Log:

Since your log for that host misses that line, it isn't using the local prefs.

My log wrote:

It will also say in the local preferences which preferences are used. Options->Computing preferences opens a window, where at the top it'll say if you're using local preferences or web preferences. If you're using web preferences, press Cancel on this window, else it'll start using local preferences.

It's definitely a "preferences" issue, I got a non-working PC to accept new work now.
I manually deleted the local BOINC preferences config file and then started from scratch.
It finally then went to get the web preferences.
I have no idea how 3 would get stuck on a "straight" install and 3 would work fine.
Oh well it's "Macroshaft" Windows...,

Once again Jord thanks for your time and sending me a direction to go look...
