Reckon that a C2D E5400 + RX460 2 Gig Would do enough to be worth My time/power?

If you can get it all for $50 or less.

Edit- A quick look shows the RX460 is rated for around 100W. For a bit under 50% better performance a GTX 1050Ti is rated at 75W.
Of course finding a GTX 1050Ti for less than an arm or a kidney might be rather difficult until the Crypto boom bursts.

No better or worse, just that a GTX 1050/ 1050 Ti would use less power & do more work.

The more work a video card does, the more support it needs from the CPU to keep that work flowing. With a C2D, you're limited by the number of cores, and it's low clock speed (and probably the lower speed of the DDR3 memory as well). Personally, a GTX 1060 3GB would be about the most powerful card i'd run in a C2D. I'd suspect a more powerful card would require a higher CPU clock speed to keep from impacting on the video card's performance.

For less than $ 5 US, you can get an E8400 duo core on eBay, which has about 21% better performance at the same 65W power outlay.
You can also get cheap quad cores for the LGA 775 socket. Just make sure you have the most current BIOS for the motherboard.

If you get 1 from the SLACR batch then you can just move them from a 100MHz FSB (or whatever they called it back then) to 133MHz and get 3GHz out of it without touching anything else (well that's worked on all lot of them that have been here anyway) and 4GHz isn't out of the question with just a little fiddling with voltage settings.

One of my rigs is an old Dell Inspirion 537, LGA 775. Its running a Q9400 quad and a GTX 750ti.
It currently running a RAC of about 5800.
Some Dell MBs also can support Xeon 771s that have been adapted to LGA 775. An adapted X5450 will give you similar performance to a Q9550.
I'm going to adapt one here shortly and phase out my E8500
