I wonder is this is an effect of the crypto mining downturn?

It is what I would expect. When the crypto mining was in full force, you couldn't buy a gpu or high-wattage psu for love nor money. Looks like mfr's are needing to get rid of excess inventory. Thus the combo deals of gpu/psu.

Also, some prospective Nvidia buyers may be holding back, waiting for the 1100 series.

Yeah Keith, just got home from a little vaca this weekend, and was grinding thru the mass of emails when I came across one from EVGA. Took a gander at their site, and saw that they even had the 1600w Titanium model PSU's on sale for like $50 or so off, and I said to myself that the bloom is off the rose, and the worm has turned, so to speak. Wonder how long it will be till supply equalizes with demand? Not complaining, mind you, though ATM I don't have a need for any more hardware (thank goodness!).

*edit* Was just shopping for a replacement battery pack for one of my APC UPS's on Amazon, and noticed that I still had saved in my cart (from a while ago) the EVGA Titanium 1600, and it noted a price decrease from $369 to $349, so things just keep getting better! Plus, if you register it quickly, they extend the warranty for and addl 2 years, to a 12 year total warranty. Not bad, especially considering that I believe it's unlikely that EVGA will disappear any time soon. No one's too big to fail, but I'd bet against it.

From what I have read of financial analyst's commentary, Nvidia got themselves into a pickle with way too much inventory to carry on the books. I think if there really is going to be any kind of announcement about a rumored 1100 series, the announcement will be just of the general variety of Nvidia continuing to develop new products as new manufacturing processes develop. The last thing they want to do is scare off any prospective buyers of now readily available 1000 series products by announcing the 1100 series and causing a buyer to hold off waiting for the latest and greatest product which they might believe is imminent.

The only scenario where I can see 1100 series product showing up is in OEM assembled systems like Lenovo and Dell. I don't think any 1100 series cards would be put into the system integrators channels either as they would lose control over whether a 1100 series card made it into the general retail channel. They don't want to sabotage their efforts to reduce the glut of 1000 series chips they are sitting on.

I still will probably make one more gpu purchase to replace my 1060 and turn it into a 1080. But I have had to wait until I got the UPS upgraded. The system has a EVGA 1600T2 power supply so plenty of power available but I have been running the existing UPS in overloaded state and a new 1080 would just make it worse. The UPS should show up next week sometime and then I will get the 1080 Mini I have determined is the only product that will fit the bottom slot and clear the I/O headers on the motherboard. I had no luck with a powered PCIe slot extender.
