I believe the meme refers to both sides of the aisle. There are members of both Dim and Repugnant that have proven their uselessness over a period of decades.

I have to laugh at Biden and Bernie claiming to have the answers to all our problems. They've been in the highest level but one of power for a quarter of a century.........so why haven't they employed these 'new' ideas already?

Normally governments in a democracy are only representative to the public.
