After the Fall Creators Update, only one of the gpu cards is running out of the two 1080ti cards.
Can anyone help out on this please?

Well, that's one of the logs...
The log that arkayn is looking for is the BOINC log.
From the BOINC GUI select the "advanced", then the "tools" tab, and look for "event log". Then select and copy the first thirty lines or so

I noticed that if I suspend the cpu's doing Primegrid it will run two SETI gpu's. So perhaps there is not enough power in the computer to run 4 cpu tasks and 2 gpu tasks of 1080 ti.

Not a case of power, just not enough CPU resources.
SoG requires 1 CPU core for each GPU WU ruuning for best output. SInce you only have 4 CPU cores available, when SoG is running then only 2 CPU cores will able to process CPU work.

You would be better off enabling Hyperthreading on your i7-4960X and moving the GTX 1080Tis there (and stick the 780Tis in the i5) - the i7 would have plenty of cores available for CPU crunching while also having enough to support the GTX 1080Tis.
And by making use of some command line options you could get a lot more work out of your systems.

It could also be that your CPU is over committed, and not resources. If you have CPU tasks in high priority (nearing deadlines). It will run them first, and not the GPU tasks that require a full core/thread to run. And run other GPU tasks that don't require as much CPU support.

If you have BoincTasks it will tell you by showing tasks in RED that are running in high priority mode.

Seti appears to be the secondary project (by RAC).
