Quite. He could have written the two independent sentences as one with a modifier clause, but he needed a conjunction and adverb, not a period. Otherwise, the sentence stands as absolute and equal in importance. As he is precise in the use of his language for the action he stated, all the conditions must happen. He did not write the sentence as if any one or some combinations of the conditions happens, he wrote it requiring all of them.

Of course when your point is the end of a fish hook ... deliberately imprecise language is the bait.
