Has an internal rod (or air) (in that long bit) that reacts (expands \ contracts) to heat or movement that causes movement in the upper (round bit) dial?

It's just a long handle. All the action is in the "head" of the tool.

Well lets try this again, you said tightening a flange
and a plumber uses it but not for pressure or water it self.
the only flanges I can recall is the toilet flange or the one on a sprinkler head,
other than that I'm out of ideas.
