Looks like a sprinkler head but the pipe is pretty small. ?

could it be a LED light for the driveway ?

No on both. Pipe is a handle.

Mm. My original thinking was about barometer or pressure gauge which don't normally have gears inside.

Do the gears change the distance of the pins? Or is that done with the handle on top?

None of the above. It is a manual hand tool. But it is used in plumbing.
