Ok, if the Admiral gives up it's time for the thinking cap. We have 3 clues. It's for a track and something very cold. Not a rail road track.
Other tracks:
music or data on tapes (cold not required)
Sports: race track, running track (cold missing)
You track a package or flight---- but you don't need tools
Hunting: you track an animal. That is done in the winter sometimes, but why would you need a tool? Not a fit.
Tracked vehicles, tanks, bulldozer... (not necessarily for very cold) What about a snow vehicle? Does it have something to do with a snow cat or snowmobile track?

I was not going that direction at first either. I showed my thought process. Sort of word association until I fit all of the clues. Even then I was not sure I got it. By the way, what are cleats on a snowmobile? Guess I have to look that up. Being a So Cal native I have never ridden a snowmobile.

it's a strip that goes across the track to give you more traction. personally I never had one or used it.

It's a reel for spooling camera film in the darkroom prior to placing in a tank with developing fluid. That reel looks a little wide, so it may be 120 size. My experience was only with 35 mm.

Too easy. At work no one had a clue. Yes it is a 120 mm film spool used to develop photographic film. Oh and you did not need a darkroom. I used a special bag to put the film on the spool and into the canister. The canister was light proof so you could do it all in the open.

Yes, dark bags/boxes work ok, too, but I was never very good at spooling evenly. Seemed like I always had a couple edges touching each other.

No, it is a 220 spool, a 120 spool only has half as many turns.

I stand corrected. I used the 220 for both 120 and 220. It's been a long time and forgot that detail.
