Plan B is often considered an end-run around the issue as the consensus is that it in most cases prevents implantation, so technically is not inducing an abortion; this is what happens to a third to a half of fertilized ova already.
I'd be surprised if he was being accurate in this case given his track record but perhaps he's softened somewhat given the opposition.

“I was just your quintessential pro-life Texan,” Kailee, 29, told CNN in a recent interview.

“I was raised in central Texas by extremely Republican parents and grandparents,” Cade, 31, said. “One hundred percent pro-life.”

A year after they were married, Kailee miscarried at 16 weeks and was hospitalized for severe complications, including blood clots and infection. It was one of three miscarriages she had in the early years of marriage.

“It made me realize that pregnancy can be dangerous,” she said. “It made me think of my little sisters, and I wanted them to be able to have a choice if they ever had to go through something like that.”

Last September, when a restrictive anti-abortion law took effect in Texas, Kailee pled on Facebook for people to contact their elected representatives to protect abortion rights.

In November, Kailee and Cade were overjoyed to learn she was pregnant. Full of hope, they posted ultrasound pictures and a gender reveal video of a cannon shooting out blue confetti. They named their baby boy Finley.

Then about three months later, they learned Finley had heart, lung, brain, kidney, and genetic defects and would either be stillborn or die within minutes of birth. Carrying him to term put Kailee at high risk for severe pregnancy complications, including blood clots, preeclampsia and cancer.

Even so, they could not get an abortion in Texas and fled to New Mexico.

“I’ve never felt more betrayed by a place I was once so proud to be from,” Kailee said through tears.

Louisiana woman carrying unviable fetus forced to travel to New York for abortion

Nancy Davis suffered ‘unspeakable pain’ due to poorly worded law that meant hospital in home state refused to terminate pregnancy

An expectant Louisiana woman who was carrying a skull-less fetus that would die within a short time from birth ultimately traveled about 1,400 miles to New York City to terminate her pregnancy after her local hospital denied her an abortion amid uncertainty over the procedure’s legality.

Nancy Davis, 36, told the Guardian that she had her pregnancy terminated on 1 September after traveling from her home town of Baton Rouge to a clinic in Manhattan whose staff had agreed to complete the procedure.

Davis was about 10 weeks pregnant in late July when an ultrasound at Woman’s hospital in Baton Rouge, Louisiana’s capital, showed that her fetus was missing the top of its skull, a rare but fatal condition known as acrania that kills babies within days – and sometimes minutes – of birth.

Louisiana’s abortion ban contains a general exception for fetuses that cannot survive outside their mothers’ wombs, and the law’s author – state senator Katrina Jackson – has insisted that Davis could have legally obtained an abortion without having to go across the country.

But Louisiana’s list of conditions justifying an exception from the state’s abortion ban did not explicitly include acrania. So officials at the hospital where Davis had her ultrasound refused to provide an abortion for her, apparently fearing that they could be exposed to prison time, fines and forfeiture of their licenses to practice if they performed the procedure.

This specifically contradicts the assertion presented here previously that medical professionals will err on the side of saving the mother's life if there is ambiguity. Like the beliefs that motivated banning the procedure themselves, pretty words with zero basis in reality.
