Will put this here, it's essentially a potential Server problem in the making. Already sent it to the guys behind the screens:

A vulnerability has been found in Intel processors using Active Management Technology (AMT) through which an attacker can take over the computer, even if it's turned off but still receives power!

The people who found out about this vulnerability have written an article with whitepaper about it: https://embedi.com/news/what-you-need-know-about-intel-amt-vulnerability

Intel has released a tool with which you can find out if your system is vulnerable: https://downloadcenter.intel.com/download/26755

They also advise to block ports 16992 and 169923, if you don't use the function, as these are used to reach the AMT services.

AMT is found on all Intel Core processors using vPro and all Xeon processors.

Any OS firewall settings would not be relevant. As the management software runs in its own IP stack.
The default configuration for any home/business internet router I've come across is all ports closed. You can use one of the public internet port scan tools to see if you have anything open that you don't know about.
In a business environment I've mostly seen this features set on a different vlan than the rest of the network. That way two addresses don't have to be allocated for each host on the same network.

It should also be noted that the MB in addition to the CPU needs to support the feature.
For desktop system the feature is generally limited to the higher end Qx7 chipsets. Q57, Q67, Q77, Q87 Q97, Q170, Q270, and such.
