If Europe cannot afford, or refuses to pay for its defense need to secure itself. In addition to securing its International Trade and Treaty Obligations.
If the USA cannot afford, or refuses fund European defense needs. And reverts to its Pre WWII beliefs about Europe.

Not being British. Please forgive if the following is incorrect.
The British Monarch's Authority in this, and I believe all other matters. Is just a Formality.
