If you checkout the Hosts in the Top 30 you'll find they have similar In Progress to Pending numbers. The difference becomes greater the Faster your Host is compared to the Average Wing-Person.

For what it's worth, the little problem with the v8 preference switch has not been addressed yet. Just turned it off for about 15 minutes, and sure enough, the rigs on that preference stopped getting new work.
Turned it back on, and they started to fill right back up on the next round of work requests.

Meow.

Somewhat annoying since that lowers the chance of getting AP work, when there's any that is.

Yes and it seems the 8 K80's are really in groups of 3, how else do you explain the machine creation times.

Also not all machines are running all the time

5 havent reported since the 10th, 11th and 12th of December .

Seems it could be another "test" using SETI@Home to test new clusters of machines.

Probably instances from AWS or a similar service. Depending on where you live the cost to buy, power, and maintain the hardware yourself can be more vs renting time for some cloud instances.
I have a few systems configured similarly in our development clouds at work and they seem to work pretty well.

In the Aricebo status columns, Channels in progress=0, also Process status tabs show Red Not Running for both AP and PFB (MB) splitters.
As you noted, SSP is frozen so actual status is indeterminate.

Must have been looking at a cached page. I didn't see anything other than both GBT and Arecibo splitters were splitting and Channels in Progress showed tapes online and count was > 0.
