Can you open that page on the machine that is reporting the message?
http://setiathome.berkeley.edu/get_project_config.php

If not does http://setiathome.berkeley.edu/ open on that machine?

I've worked with users getting this error.
For some reason they had to allow BOINC/SETI at the Windows 10 firewall level.
I have not had this issue on any of my Windows 10 machines and have been running 10 since the first beta insider through build 14332.

That makes perfect sense - by default a firewall should prevent programs access the outside world.

And the default firewall setting it to notify users that a program needs accesses and add it if they wish.
