Most tasks run fine, however, any task that has the parentheses at the end with the number of CPUs and GPUs will only progress to about 20-40%. After that, the remaining time continues to go up, as does the elapsed time, but the progress never changes. Is this a problem with my client or my computer, or something else entirely?

Which drivers have you got installed for that ATI/AMD GPU?
Do you know which model GPU it actually is? If not, try to run dxdiag from Start->Search, then check in the Display tab what kind of device it says you have.

It says I have an AMD Radeon HD 7420G, and I have an AMD A4-4300M APU saying that I have two CPUs, but tasks that take .0212 CPUs and 1 AMD/ATI GPU won't progress more then a quarter to half way.

Not really wanting to give the answer doesn't help fix your problem. In that case your easiest way out is to go to the project preferences, edit them, uncheck the GPU you use, save the changes.

The problem with the drivers from AMD is that the latest newest bestest most sparkly ones lack support for your videocard.
Which means that you cannot use these newest, latest drivers, but instead need to use at most the Catalyst 15.7.1 drivers.
And then withhold Windows 10 from installing newer drivers.

And to install these drivers, it's really best to fully uninstall the previous drivers, possibly even run a third party application such as Display Driver Uninstaller to make sure it absolutely removes all remnants of drivers, before installing the 15.7.1 drivers from AMD.
