Vulkan is just a separate API that is more related to OpenGL. Saying Vulkan improves OpenCL performance is like saying updating DirectX will make OpenCL work better. The Vulkan driver includes a newer OpenCL component. Which should be the main cause of any differences. Other than changes to the base driver.
