I have the Lumia 640 LTE and I am wondering. Has anyone compiled a client for Windows devices?

If you're talking about the BOINC client, I'm not seeing a specific entry in the All Downloads list.

If you're talking about the Seti v8 app, I don't know enough to answer....

I'm sure if Microsoft funded a version of BOINC, like HTC did for the Android version, the app would get made pretty quickly.
