You don't even point a firearm loaded with blanks at anybody close. The paper or wax seal for the gunpowder in a blank round can do serious damage

Always wondered if 'blanks' were completely safe...

Then again, it's not good to go pointing any sort gun in any way anyhow!

Set protocol is that any firearm needs to be inspected and found to be safe by a certified expert before it is placed in the actor's hands. Unless the actor put the prop gun against someone's head and fired or beat them with it, it is in no way their fault as it is in no way their responsibility.

Giving an actor a live round without telling them (or in almost all cases, even with telling them unless it is being used for a specific stunt, they are trained on it beforehand, supervised by an expert and the set is cleared) is about the worst failure of the prop department possible.
