UPDATE:
I decided to experiment and did manage to keep my workunits, and work. I installed the 64bit version of BOINC, and pointed it to my data directory. All is well.

Original Question:
I'm currently running Windows XP, and after a lot of messing around I got most of my primary legacy applications working on a test install of Windows 7.

Is it possible to move boinc/seti to the new windows install, and continue where I left off and not lose the work?

You will need to set the projects to NNT and drain your chache or else the WU will be refused by the project and errored out. You can then copy the Boinc data folder. Install Boinc making sure you point Boinc to the correct Boinc data location.

I'm already booted into Win7, and I have received credit for those units that were downloaded & started on XP and finished on Win7.
