I've reported on this behavior/problem multiple times before as far back as 2012. The work around that I've found to work is to completely exit the BM and restart it or recycle the machine. Once restarted, everything works as normal.

Tried double clicking now. BOINC window blinked, guess opening BOINC as it wasn't already opened, no menu but now right clicking works normal. Great :)

Whenever I right click the BOINC taskbar icon it opens the notices tab instead of the menu so I can snooze BOINC. It happened after I upgraded from 6.10.60 to 7.2.42, did try running the installer to repair and it worked, but next time it opened the notice tab again. Installing 7.4.36 didn't help. Any ideas?

Have you tried double-(left-)clicking the icon?
