Arn't they trained over your way more in a military way , the way a soldier is trained . And that is where i think you have it all wrong , as they learn to react without thinking and to just go into automatic mode which means shoot and keep shooting till there down instead of of actually thinking .

1 shoot in the leg would have brought him down and seeing as the guy was running away he should have relized this and used the appropreae force not go all automatic and just open fire till he has no more bullets .

Every cop should have to do his job for a year without access to arms. It would do wonders in teaching how to deal with the public at large. Make them respectful of their masters, the public.
