While this is “good news” on a temporary basis, this is bad news on the long term because it tells scientists that ocean temperature is a bigger player in glacier retreats and advances than previously thought, said NASA climate scientist Josh Willis, a study co-author. Over the decades the water has been and will be warming from man-made climate change, he said, noting that about 90 percent of the heat trapped by greenhouse gases goes into the oceans.

“In the long run we’ll probably have to raise our predictions of sea level rise again,” Willis said.

Since 1961, the average temperature at Longyearbyen airport has increased with 5,6 degrees Celsius. For comparison, measurements at the meteorological institute in Oslo show an increase of 2 degrees for the same period.
The old saying «the Arctic heats twice as much as the rest of the world» is not accurate anymore. Climate changes impact on the Arctic is worse, up to six times higher than global temperature increase.

The World Meteorological Organization (WMO) says that the physical and financial impacts of global warming are accelerating.

Record greenhouse gas levels are driving temperatures to "increasingly dangerous levels", it says. Their report comes in the same week as the International Energy Agency (IEA) reported a surge in CO2 in 2018...

... This year's State of the Climate report from the WMO is the 25th annual record of the climate.

When it first came out in 1993, carbon dioxide levels were at 357 parts per million (ppm) in the atmosphere. These have now risen to 405.5ppm and are expected to increase further. This is having a significant impact on temperatures...

According to the report, most of the natural hazards that affected nearly 62 million people in 2018 were associated with extreme weather and climate events...

Reading through that article, I do not see your connection for your quote. Do you have other numbers?

Note that the numbers given are correct as best they can be correct. The political 'game' is all a game of what to count and what not to count and what to 'blame' on others...

Malcolm Roberts is our version of a far right nutter, thankfully the party that he belongs to only has a 4% support figure, and then we also have Fraser Anning who's also out of a similar mold (but with even less support). :-(
