Free movement does not mean you automatically get the right to reside in another European country. Technically if you don't have a job or sufficient financial resources to make it in the country you want to move too, that country has the right to return you to your original country. The European rules are clear, its just that the UK chooses not to kick these people out.

No idea really. In this case its up to the countries themselves to decide how relaxed their policies are towards European immigrants.

Lets face it, the idiot has done more 'U-turns' than a 'learner' driver trying to find their way into and around London, with or without a Sat-Nav! The man is the epitome of a clueless 'toff' that doesn't know where his 'allowance' comes from (crooks, dressed as businessmen), or doesn't care! He has given new meaning to the phrase, Con Party!!!
