This one looks more like a dental tool than that fiercely torturous tooth extractor, but my guess here is this one is a spark plug gap measuring tool.

Okay so one end looks a bit like a crochet hook (or a disgorger :/ my other half has one of those to unmaim the fish he used to catch grr :)) and the other end looks a bit like one of those thingies used in rug making (I think - been awhile - but only if it's pronged/forked) but none of those seem likely tools to be used in the US Navy Basic Electricity & Electronics School - so no idea! :)

Um... something to do with soldering?

All great guesses. Maybe the tool is a bit too obscure or not mainstream enough. If I give hints, above what I have done, I would be telling you what it is.

Well, I'm trying to narrow it down. Does it have any use in car mechanics? Not a fuse puller/tester of some sort?

I have used something similar for undoing wire connections. Depending on the connection, it can be used to pull or poke. (I used discarded dental picks for the purpose).

It is called a Probe Pick Spudger:

"The PROBE-PIC is an excellent multi-purpose tool for positioning, tracing, separating, and removing cut pieces of insulation and wire. It can also be used to remove bridging clips and wire from S66â„¢ quick clips."

It is used by the phone person that works with what are called 66 blocks.

I know what a 66 block is. And I still have a punch down tool for them.
Ya gotta spin it around the right way, because one side cuts the wire off...LOL.
Or you spin the blade around and it just punches down for feed throughs.

A Pocket Probe Pick, eh? Now I know how they do that. There's a big block of telephone wiring like that in the basement of where I work, plus a big cabinet on the end of my street, they're always poking around in.
