Right. So the two missing parts are fixed on the bottom of the guides, and the carriage part slides up the guides, Therefore the tool is used to compress something on the bottom part. Briquettes for a fire?

Okey doke, I assembled the two missing parts, and took this new picture. Please compare with the first picture to see the difference, so maybe this will help you identify the tool.

Again, very creative, but that's not it.

I found the missing pieces(turns out it was two pieces, actually) and attached them(fairly easy), and have taken another photo. I'll upload it today around Noon my time(EST).

Monday, Donald, and Byron, you're all kind of warm, but I need to take another picture of this gizmo tonight if I can find the piece that screws onto the bottom. That should help clarify things. Stay tuned.

So it could be some sort of press.......

I just realized there is a part missing that attaches via the wing nuts. Not trying to be tricky, just didn't notice it was unassembled when I took the picture last night! Sorry. But, hey, makes things more interesting, right? ;~}

The tool is bolted to a vertical steel I-beam, at a comfortable height for a person standing to use a downstroke motion. There is currently nothing under the tool except the floor. ;~}

Yes, the handle is currently in the down position. It must be raised to begin the task it performs.
