Well I guess it is decorative. I would not call it that, but somebody might. However, it does have a purpose related to cooking beyond holding other tools. It has nothing to do with dog hair. And no water is not suppose to come out of the nose. But should I say this or not, something is suppose to come out the nose, just not water. That may be too much of a clue.
