Cloud is the future because it generates monthly billing and Wall $treet demands ever increasing profits.

Why is there any surprise? Adobe already did it to Photo$hop. Apple did it to O$X. Now it's Micro$oft's turn.

I should have thought that it was fairly obvious that MS wants to design one single OS that will work on anything.

In this case, it isn't the actual OS that is the problem as you imply. The problem with Windows RT is that its functionality is been so severely limited that it really has no effective marketplace. The restrictions built into Office RT (currently the only office package for Windows RT) such as it cannot be used for commercial purposes, cannot be attached to a Windows AD Domain, and does not integrate well with other MS software and services is what makes Windows RT such a failure. Microsoft could have done more, but killed it before it even had a chance.

In this case, ... severely limited ... no effective marketplace. ... restrictions built in... cannot be used ... cannot be attached ... does not integrate well ... a failure. Microsoft could have done more, but killed it before it even had a chance.

I am perfectly happy with Windows 8. Apart from a few hiccups in getting used to a few different ways of doing things I've had no problems.
Not being especially enamoured of Microsoft and it's apparent policies/ethos I have tried Linux in a few forms, but always quickly abandoned my attempts. One of the main reasons being the "beta like" feel to all the flavours of Linux I've seen.
Also, after a few years of Android phones I've recently moved to Windows phone 8. Again I won't be going back. Again there's that "beta like" feel, although here I'd say it's more like alpha.
As for Windows 8.1, Release Preview was available in June and the Enterprise version at the end of July.

I can't find the articles which list the release dates, but as you can see, both are out now.

October is the release date, these are previews, similar to the previews of Windows 8 which were out long before the final release of Windows 8.

All a game of confusing terminology?...

You seem to be describing "Windows 8.1 Preview is prerelease software that may be substantially modified before it’s commercially released. Microsoft makes no warranties, express or implied".

The Register is talking about the final version to allow suppliers to test things will work ok before the final version is sold to customers ...
