Is the receiver Alpha on Arecibo out of commission? From the stats, looks like last time that we got data from it was some 210 days ago.
Is the science behind this project just recycling old data?

Look at the Server Status page, which shows the data currently being split is from October and early November this year. That's up to date, the data distribution history page hasn't been updated in more than 3 years.
