Control panel - administrative tools - performance. Can be a bit tedious to use, but there is a large amount of useful that can be gained.

I think I saw something on this once, but can't find it now. I noticed that my BOINC on one computer had slowed way down. The CPU time is only advancing about one second every five seconds. When I checked out the Task Manager, it tells me the CPU using is staying below 20%. Any ideas as to what happened?

Using a 2.60GHz Pentium 4 with XP Home, SP2.
