Tax? You're a university / government agency. You shouldn't have to pay tax. I'm not sure on the law in California but I didn't think that any state in the US charged tax on purchases for a university.

Even if you purchase it from out of state from a vendor that legally isn't required to collect California Sales Tax and have it shipped into California it is still liable for sales tax. Technically, you are suppose to report the purchase to the California State Board of Equalization (isn't that a nice euphemism?) and pay the tax directly.

BTW, this is not just California. Most states have their sales tax (or use tax) laws written in a similar manner.

Yes, but the Regents of the University of California, Berkeley quasi-are the State of California. Not sure they owe sales/use tax to themselves.
