In computing preferences BOINC 6.6.28 I ask that for multiprocessor only 1 should be used, yet I see two tasks running simultaneously

its been a while since I used that one. I'd recommend moving up to the "current" good build which is 6.10.56 you'll be able to change your preferences on your computer to 50% on a dual core CPU that will keep it down to 50%. You may also just consider letting your CPU run when you are idle if you think BOINC/seti are slowing down your Machine. I can tell you that you shouldnt notice any hiccups with BOINC. you should be able to run your Programs without interference from BOINC. THat being said, GPU processes will slow you down and may need to be snoozed while you are doing most things on your computer

Just to clarify: skildude is speaking of
On multiprocessors, use at most 50% of the processors
Enforced by version 6.1+
for a dual core. You should leave "Use at most 100% of CPU time."

You probably set "On multiprocessors, use at most 1 processors," but that setting is for pre-rev-6 BOINC clients and is ignored by the newer ones.

50% that's the value I needed. Thanks.
My ACER Aspire One KAV10 Netbook has an Intel Atom processor which is really single core but BOINC tginks it is double so had two tasks running but swapping CPU cycles between each every few seconds.

I have an HP quad core and Vista X64 OS. I set my preferences to use at most 25% of processors, yet all four of my cores are running at 100% all the time. What gives?

Your Intel Atom N270 can use Hyperthreading, meaning that the one CPU can run as two. So BOINC isn't mistaken when it thinks you run with two CPUs.

If you do not want to use Hyperthreading, disable it in your system's BIOS.

Where did you set this? In your web-preferences?
Have you checked that you aren't using the overriding local preferences? Else try BOINC Manager->Advanced view->Advanced->Preferences->Clear.

I set the preferences by opening Boinc manager, selecting "Your Preferences" and setting them there.

I just went to My Preferences - Advanced - Preferences and set cpu at 25% and to run only when computer has been idle for 3 minutes. I did an update and my CPU usage dropped right off. I guess the advanced prefs were overriding what I set in my account.

Thanks.
