I get this message when BOINC 3.19 tries to upload a SAH 3.08 WU. What does %s mean and what can I do to fix this problem?

I also have this problem on all my systems. It started happening late Monday or early Tuesday MDT. On some systems the upload failed before the "can't open file: %s" message started. The software is still processing WUs but none of them are uploading. The status message just says "Uploading"
I am getting continuous messages of the form:

SETI@home - 2004-06-29 04:46:43 - Started upload of 01ja04aa.20627.10561.517322.252_1_0
SETI@home - 2004-06-29 04:46:52 - Error on file upload: can't open file: %s
SETI@home - 2004-06-29 04:46:52 - Temporarily failed upload of 01ja04aa.20627.10561.517322.252_1_0
SETI@home - 2004-06-29 04:46:52 - Backing off 1 minutes and 0 seconds on transfer of file 01ja04aa.20627.10561.517322.252_1_0

I have tried rebooting, restarting BOINC etc. to no avail
