We're sitting at - 31C (I don't think my wife is enjoying this) We had a spell of -10C to -15C last Winter (in some areas it was the coldest in 20 years) and there were water mains popping up out of the road everywhere due to freezing and the power companies struggled to cope with demand. The water mains here in the park I think are buried around 8' deep, I say around as I don't know the exact depth, But then this is a Desert, Short of an Ice Age, This area rarely gets snow for more than a day, Once every 3-5 years.
