Neither are there BOINC entries in:

C:\Documents and Settings\Default User\Start Menu\Programs\Startup

Moreover,

C:\Documents and Settings\All Users.WINDOWS doesn't exist

The only TWO references to BOINC are here:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

And this is a brand new clean-install (including sanitizing the registry of anything BOINC prior to installation).

Something in C:\Documents and Settings\All Users\Start Menu\Programs\Startup (or alternatively in C:\Documents and Settings\All Users.WINDOWS\Start Menu\Programs\Startup)?

First off, this part of the description happens quite regularly. Usually on a service installation. It is nothing to worry about for BOINC operations.

The following information is part of the event: BOINC error: 183, Another instance of BOINC is running.

This isn't a problem either, for as long as BOINC is already running. It is just a warning of sorts that the client can't start twice under normal circumstances.

Only one instance of each: BOINCMNGR BOINCTRAY in msconfig.

It won't be in the HKEY_CURRENT_USERS part of the registry.

BOINC (and applications) seem to run fine.

I initially posted this on the BOINC forums and then posted that I thought I found the culprit.

WELL....

I did NOT find the culprit...(its doing it again - it looked like it was fixed)...despite having uninstalled BOINC and then going through the registry to clear out every occurance of BOINC.

Per the original post on the BOINC forums:
