Message log says my preferences limit CPU's 2 2 of 4. But I checked the preferences and it says "in multi processor systems use 100%' Why is BOINC not wanting to use all 4??

On multiprocessors, use at most XXX% of the processors determines how much of the CPU time is spent processing work.

On multiprocessors, use at most X processors is what determines how many cores/CPUs is used for processing. That needs to be set to 4 (or more if you've got more).

On multiprocessors, use at most ___ 16 processors
On multiprocessors, use at most ___ 100 % of the processors
Use at most ____________________ 100 percent of CPU time

This one is used to set the amount of processors you want BOINC to use on BOINC 5.10 and below.

On multiprocessors, use at most ___ 100 % of the processors

This one is used to set the amount of processors you want BOINC to use on BOINC 6.1 and above.

Use at most ____________________ 100 percent of CPU time

This one is used for CPU thermal throttling. Set to anything below 100% and BOINC will pause/resume the science applications for one or more seconds per minute. You'll see a see-saw graphic in Task Manager's Performance tab.

In your BOINC data directory, do you have a global_prefs_override.xml? (If youhave not found the global_prefs.xml file and the client_state.xml file, you have not found the BOINC data directory.

Check this link and and make sure that you are using 100% of your processors.

Since it does not say reading preference override file, it is getting the info from the website.
