Failed to open tends to indicate a permissions problem. If this is happening with a limited account or when running as a service. Then try giving full access rights to the BOINC directory or changing the credentials the service runs under.

I don't remember having the problem you are having but I did a google search for "BOINC Runtime Exception-108 File Operation Failure".

One of the results is this;

It doesn't seem like much help though. I think I would remove the BOINC software and try to install it again. Good luck.
